Decide the size of your banner, and how you'd like to display it: as a banner, or standard. It's easier to make short segments and then tape them together, so a 4x6 foot banner, for instance, can be constructed as a couple of 2X3 foot sections, or even smaller. Construct via the usual duct tape fabric method, alternating up and down overlapping strips of duct tape.
Use a wax pencil or marker (wax pencil you can wipe off and redo) to draw your banner edges as you'd like, as well as stencil in banner text.
Cut your edges as desired. Optionally, you can tape the edges neatly in contrasting color or leave for a rougher finish.
This part can take a lot of time and patience, depending on how detailed you want to get. Remember that you have to make your text larger than you think for legibility. Team or club name letters should probably be six inches or more in size. Duck tape can be ripped pretty evenly in half right on the roll. Add designs as desired.
You can make a PVC banner holder to hang your Duck Tape banner on, or make Duct Tape loops at the top and put it on a pole to hold in parades or hang from the wall.
